Ref : HGD payment's for Coss duties (EX-Jarvis staff).

Further to our discussion's on HGD duties, I have sought clarification on the point on staff below the grade of Trackchargeman booking that grade whenever they undertake Coss duties. I've spoken with Stan Hershel, Regional Organiser for the North East, he was the full time union officer to Jarvis for many years. I also spoke with Bill Rawcliff, the Company Council Chairman at Jarvis.
 
The arrangement came about in Jarvis because of the recognition that many staff who were of a very low grade were undertaking the role of Coss yet receiving no recompense for it. You had staff (S&T grade 5) being paid less than a trackman acting as a Coss but getting nothing extra for it. So a verbal agreement was reached were grades below that of trackchargeman undertaking Coss would book TCM as HGD. This item although it never got to be a written agreement, but because of it being sanction by Jarvis management and its adoption across Jarvis, it is considered to have become an "implied term" and thus part of our T&C's.
 
Advice is that anyone below the grade of Trackchargeman who undertakes Coss duties should continue to book TCM as HGD, when they do these duties or are overlooked for such duties. In the event that they don't get paid the HGD upon submission of their timesheet, they should submit a personal grievance on the matter, claiming loss of earnings as a result of it. Progressing the grievance through the various steps of the grievance procedure as necessary.
